Spain has tightened the rules on how players pay at online casinos. Royal Decree 813/2026, published in the BOE on 10 October 2026, takes effect on 28 October and requires operators to verify that every payment method belongs to the registered account holder.

What changes

The check covers deposits and withdrawals made through websites, apps and other interactive channels, and operators must keep proof of the first verification. The decree amends the regulation that implements Law 10/2010 on preventing money laundering and terrorist financing.

Key facts
  • Published 10 October; in force from 28 October 2026.
  • Existing customers get six months to verify.
  • Until then they can deposit and play, but not withdraw.
  • Unverified accounts are closed and the balance is returned.

A six-month transition

During the transition, existing customers can keep depositing and playing, but withdrawals are blocked until verification is complete. If they do not verify, the operator closes the account and refunds the balance, including any withheld winnings, under anti-money-laundering rules.

Operators also have six months to update their payment and identity checks. Remote identification must meet the requirements of Sepblac, Spain's financial intelligence unit, and the DNI identity card is accepted in physical or digital form.

What it means for e-wallet users
